Yes, in standard tuning EADGBE (lowest to highest) the lowest note is an E. If you tune your guitar differently, the lowest note could be lower than an E. For example, one commonly used tuning is called "drop-D" where you tune the low E (6th string) down a whole step to a low D. I've also seen alternate tunings where the low E string is tuned down to a low C. I don't use a lot of alternate tunings but here is a website that gives different guitar tunings taht you can use for different songs:

Of course you can tune your guitar lower, yes. But if you want it to be tuned to the correct (lower)pitch you may need a tuner that can tune a tone or semi tone lower. For example some digital tuners will do this for you. But as normal tuning is 123456 - EBGDAE, you could tune down to DAFCGD?
Alternatively you could tune to an open chord. For example tuning to the chord g would be like this 123456 - GBGDBG.

I'd agree with both previous answers. The Drop-D is quite common, but ultimately, you can choose to tune your instrument the way you like, so long as it makes a nice sound. You could tune every string down a step as Pluto M says too? Music is art and therefore there are no obstacles!

yes and yes
standard tuning EADGBe (lowest note low E)
Drop D tuning DAdGBE (lowest note low D
Drop C tuning CGcFAD (lowest not low C)

etc.
