The oboe is a real insturment. The kazoo is not. So I say the oboe. More of a challenge.

try the oboe it's got more functions than a kazoo. plus you can play the solo in Samson and Delilah- Bachanale. Listen to that you'll know it.

If you want to be an entirely original fringe act, then take up kazoo and become an expert at it. On the Yahoo! group Oddmusic, there's a kazoo expert (username MotleyJustMotley), so it is a legitimate instrument--just not as legit as oboe.

Oboe will be far, far harder to master. But it has a wider range of uses and has a role in more "legit" music.

Final consideration--kazoos cost a few dollars. Beginner-level oboes, used, go for $300 or so.

Play a brass instrument. They are better than either of those. The kazoo is just a little whistle that isn't even in a wind ensemble or orchestra! Oboes squeak a lot like every other woodwind instrument. Play French horn, baritone, trumpet, or trombone. Those are the best sounding and the most fun to play.

Play the oboe definitely. But only if you're serious about it. They can be very expensive to buy, but you can always rent one. Not many people play the oboe and it such a beautiful instrument. Keep playing kazoo on the side since you like it so much. Maybe you could even try and get your band director to find a piece that features the kazoo! That would be really fun and interesting!
