I suggest you use yahoo yellow pages to identify (whatever kind of) agents in (whatever part of) CA you're interested in going to. Next, contact them. Then, ask them.

Luckily you can do a lot over the internet these days. Not too likely an agency will forward your expenses without a sample of your work. Maybe start with a short story?

I started out by sending short stories to them. Send a self-addressed stamped envelope if you want to hear what they have to say about your work. Don't get the cart before the horse, you got to see if they like what you can do first!
And believe me new talent is not accepted much. Why should they take a chance and lose tens of thousands when they ahve established money-makers? I got one positive out of about 25 "no-thank yous" and i also think I'm good.
Better off self publishing or try ebooks or places that don't pay...just to get your name out there.

try the internet

Unless you are brilliantly talented, and have won numerous awards and contests for writing. Why would anyone want to fly you out to California?

Yes, send out your work to lots and lots of agencies and agents. Make them know your name. Flood them with stuff.

Keep writing.

If you think an agent or manager will fly you out here, than you you will never even make it out here. The only way to make in hollywood or l.a. or whatever is move here and give it a shot. Waiting on someone paying your way is a waste of time.
