everyone has a wonderful voice under what you may think is bad. you can listen to more musicals, listen close to their singing techniques, and practice it to yourself, I did that with Phantom of the Opera, and I have an amazing soprano voice, not to brag. but you can do that or join a community choir.
If you go to school, join the choir, and if you can't do that, try to hire a voice teacher to see a few times a week. You may think you have a bad voice because you have no idea how to use it. Practice practice practice!

No you don't. I didn't know I could sing until I reallly tried. You have to learn to appreciate your voice, even if it doesn't sound like anyone elese's.
Your question is kind of like asking, "can anyone do math?" Yes, everyone can learn to sing, just like anyone can learn to do math. Not everyone is going to become a professional singer, but then again not everyone is going to be a mathematician, either.

The point is that you are capable of learning to sing, but it doesn't come naturally. Not to anyone. Those who seem to be natural singers were most likely surrounded with music and singing and opportunities to sing since an early age, so they have had practice and experimentation.

To learn to control your voice, consider joining the choir at your school or a community group. If you like it, then you might consider taking voice lessons, too.
Interesting question. I am in an opera right now as we speak. I think everyone can learn to sing, however, I think some people maybe talented at it. I am talented, but there are things that must be done so my voice can grow. So, I think you can CERTIANLY get past the point from which you no longer suck. Going pro, that is a different story.
Anyone can sing, they just have to dare themselves. Listen to Kurt Cobain, he's got one of the crappiest voices I've ever heard, but he took advantage of what he could do, inspired a whole new style, and became a legend.

I wanted to take a different direction with my voice, so I started voice lessons.
Anyone can sing...except, of course, if there is a physical problem with vocal chords or other areas effecting voice. One can definitely learn with lots of practice and study. Anyone can also improve tremendously with time and work. There are lots of people who are natural singers but many more who train and teach themselves to sing. It can be done! A lot depends upon how much you are motivated...because like any instrument...it takes lots of practice and training.

Hope that helps...sing into a tape recorder and observe the particular things you need to improve...like pitch, articulation, control, etc and then listen to singers who are good at the things you need to work on and practice what they do over and over.
