For the most part, a well setup electric guitar is generally a bit easier to play than an acoustic guitar. The action is usually lower, and the strings are lighter. Acoustic guitars tend to have heavier strings and higher action, which can be hard on the hands of beginners. So, using a decent electric guitar may make learning easier for you in the early stages.

With that said, you would also decide which on interests you more. They are really different instruments, suited for different styles of music. Electric guitar is usually associated with (but not at all limited to) Rock and Roll, Metal, Blues, R&B, Funk, Jazz and Pop. Acoustic guitar is usually associated with (but not at all limited to) Folk, Classical, Singer-Songwriter, etc..

So, put some thought into what kind of guitarist you want to be. Do you want to play like Jimi Hendrix? Bob Dylan? or Dimebag Darrell? Once you decide, set out to buy a quality acoustic or electric that meets your budget and taste.

I learn electric and I asked my guitar tutor which is easier, and he said they're both the same difficulty, so it may not improve your guitar skills, I'd say get one when you feel comfortable with the one you have now. There isn't a right time, it depends purely upon the individual.
