DO NOT UNDER ANY CIRCUMSTANCES PAY AN AGENT ANYTHING UP FRONT!

A real agent will represent you based on their professional assessment of your abilities, and will be paid a percentage from any money you make. Any other arrangement is a scam.

Your best bet is to go to SAG.com and use the tool on the site that identifies SAG and AFTRA affiliated agencies in your area. Contact those agencies and ask what their submission guidelines are. Most will require a good head shot (Professional, 8X 10 photo) at the very least.
