Best Answer - Chosen by Asker: what about this:

String beads irregularly on beading floss or fishing line. If you run the string back through each bead, they should all stay in place. You could lower the beads into place, shake as needed, then raise them back up out of the way if the sun comes out.

Alternatively, you could attach each end of the string to a frame slightly bigger than your visible area. That way you could adjust it so that the rain is coming down diagonally if the rain worsens.

You could also cut a cloud out of construction or some thick paper and cut a lightning bolt into it. Put a piece of paper behind it that covers it, but only tape one side of it so you can open and close it like a door for the lightning effect.
