Starting a band?

I have played guitar for three years and just started getting into drums (getting good) (3 months). and i cant seem to find people who are commited to a band. what do i need to do to get band members?

i'm 17 and my mom wouldnt really like it if i invited people i met on the internet over let alone going to other peoples houses i've made arrangements with (through the internet)
