If you are a beginner, do one half-hour lesson per week. Practice at least one hour every day if you want to build up your skills.

Also, it is easier to learn to sing if you also learn to play an instrument at the same time. If you want to sing in theatre or in church, learn to play the piano. If you want to sing in a band, learn to play the guitar. As you practice your instrument the part of your brain that controls music grows faster, and your singing will improve at the same time.

When I say "music stores" I mean stores that sell musical instruments. Stores that sell CDs are unlikely to offer what you're looking for. But stores that sell pianos, guitars, etc. often have small rooms which teachers rent to give lessons. Just ask at the register. If the store you go to first doesn't offer such lessons, the employees will probably be able to tell you who does. Don't be shy about asking, that's what the employees are paid for.
