If no one has a majority in the Electoral College, then the House votes with one vote for each state!. That could also result in a tie when there is an even number of states!. In that case the new Vice President would succeed!. There could be a tie there too!. If the Electoral College deadlocked over the VP the the Senate would vote with each Senator having his normal vote!. Since there is always an even number of Senators, they could deadlock too!.

What happens then, the constitution does not say!.
