I cannot tell you much about the Mongols, but certainly the Romans committed serious atrocities against the civil populations of countries which they invaded!.

In France, Julius Caesar killed 1,000,000 [one million] Celtic Gauls and destroyed over 1,000 villages and towns!.

Here in England the Romans attacked and killed thousands of folk, murdering and butchering as they went!.

Following the defeat of Boudicca, the Romans cut off the right hand of every single male member of the British Icani tribe over the age of 16, even those who had not been in battle!.

Have you ever heard of the word "decimate!?" It was part of Pax Romana (the Roman peace)!. When there was trouble in a district, the Roman governor would send the soldiers!. The soldiers would line up ALL the inhabitants of the area, and count off!. Every tenth person would be killed!. Men would be stabbed, women would be strangled, and children would be bashed against a wall or tree!. Every tenth person (deci- as in decimal) would be killed!.

At the time, though, it was not considered an atrocity!. It was just business!. It's not easy ruling the known world!Www@QuestionHome@Com

By US and International world standards of today, most certainly!. By the standards of their time, not so much!. That's the problem many make in their study of history is trying to read back our morality into the actions of the ancients!.

By the way, one of the answers is seriously wrong, Decimation was not employed against civilian populations!.!.!.rather, decimation involved the Legions themselves!. If they mutinied or some other horrible failure occurred the Commander of the Legion (or cohort) would line up the Soldiers and each tenth man was singled out to be beaten to death by the other nine!. I've never heard of decimation being used by the Romans against civilians!.!.!.their treatment was often times much worse!.!.!.Carthage and Gaul come to mind!.Www@QuestionHome@Com
