It wasn't like a preconceived nation-wide decision!. They developed because of necessity!. The limitations of transportation and communications forced smaller political entities!. The inability to unite the city-states into a national state was more of an issue then the creation of the city-states themselves!.Www@QuestionHome@Com

As opposed to what!? Large countries!? You're looking at that from a modern perspective!. Building from the ground up, smaller entities would naturally develop before larger ones!.Www@QuestionHome@Com

Because of their geography structure!.
Greece is a very mountainous country so they pretty much isolated away from each other!.
