Some say it was Marie Antoinette, others suggest that Maria Theresa of Spain said it!. In any event, the idea was that the Queen in question heard that the peasants were experiencing a shortage of bread!. She merely suggested that they should switch to a different dish, not realizing that the people subsisted on bread!. It demonstrated the extent to which the aristocracy was out of touch with the plight of the peasants, and it stroked resentments that would eventually lead to the French Revolution!.

SHE NEVER SAID THAT! Please don't let people LIE to you and tell you otherwise!. Everyone hated the Queen because she lived in uber luxury and was totally oblivious to the horrible economic situation in France!. That phrase was actually made up by some angry newspaper in Paris!. False and ugly propaganda of Marie Antoinette was very common!.
