Best Answer - Chosen by Asker: The original Fugitive Slave Law of 1793 stipulated that it was the responsibility of the state from whence the slave escaped to recover a fugitive slave!. However, the Compromise of 1850 strengthened former Fugitive Slave Laws, essentially eliminating free states as a haven for runaway slaves!. Instead, the free states were compelled to aid slave catchers and slave catchers were granted immunity while in free states!. This meant that the slaves had to leave the country altogether!.Www@QuestionHome@Com Because there was no slavery in Canada and because they could not be captured by slavers and returned below the Mason Dixon line, to be sold!. Just finished reading one of Oprah's picks that detailed the story of a slave family (a horrifying read) and it was quite common for 'free' Blacks to have their passes destroyed, be captured and sold back into slavery!. That couldn't happen once they crossed the Canadian border!.
