Great Britain has certainly got a claim to this title!. Apart from having the oldest democracy in the world it was also the first to move away from the 'divine right of kings' and make national decisions as a body rather than on the whims of a single ruler!. Apart from 10 years of rule by Cromwell as the 'lord protector' Britain has never had a dictatorship or been ruled by the military!. Certainly from the civil war onwards Parliament and not the Monarchy where the only true decision makers for the nation!. Before the civil war the Kings and Queens of England could and would make decisions without Parliaments approval but from the Tudors onwards this became increasingly difficult without Parliament supporting it!. When compared to other countries from this period Great Britain could and should be considered Democratic!.

I think china is the one!. However, there is village called MALLANA in Himachal Pradesh, which is the oldest democracy in the world and they still have their own rules and regulations - A TRUE EXAMPLE OF A DEMOCRACY!.Www@QuestionHome@Com
