Some people believe that the New Economic Policy was a temporary concession to the various peoples living under the USSR until the USSR could create a strong enough power to rule effectively!.

Because the immediate collectivization and move to more centralized planning had failed immediately after the institution of Communist rule, it was believed that concessions were needed to be granted to the various nationalities who lived under the USSR!.

By doing this, the Communist Party sought to create a base of loyal citizens and this also granted them time to build up and centralize their power!. Once Stalin was firmly in power and had no more serious competitors for the leadership position, he started to take away concessions granted to the various peoples of the USSR, which meant eliminating the NEP and "indigenization" movements that had previously been allowed to flourish!. (By indigenization movements: the Communist government had allowed for the various nationalities to experience cultural flourishing!. Groups like the Ukrainians, Crimeans, Greeks, etc!. were allowed to use their languages, develop literature, and run their own schools!.)
