Army Officers who resisted Hitler were motivated by different motives at different times, but the desire to promote democracy wasn't really one of them (unlike below!.)Before he became Chancellor much of the Old Guard mistrusted him as his army background and general education seemed inadequate to meet their standards for leadership and he came from a completely different lower Middle Class background at odds with their largely noblesse oblige traditions!.Hitler despised them back, and sought to replace officers with the SS, and where he couldn't he had strong SS liaison and report-back systems!.From the first successes to Stalingrad resistance was very muted, but after this disaster questions arose as to Hitlers planning and strategic abilities, which merged with the horror of a few over the genocide he was pursuing especially in the East!.This led to the Von Stauffenberg attempted assassination which amazingly failed and which fed Hitlers growing mental instability ,that he was somehow destined for domination!.This in turn led to even worse strategic decisions but the horrors of how the SS dealt with the plotters quieted any further serious resistance!.Non SS Generals then sat out the war until the defeat they expected and some even prevented Hitlers scorched earth policies which had they been successful would have made Germany's post-war revival even more wretched!.
Hitler despised all denominations of the Christian Church but did not want to ostracize the German Roman Catholics, many of whom supported him!.So he became State head of the established German Church and thus diverted and assimilated any serious resistance!.There were some brave Ministers and Pastors who spoke out,but they didnt escape concentration camps for long!.

As for his political opponents and trades unions, the majority of those leaders who might have delayed his lust for power were murdered during the night of the Long Knives, including especially Ernst Rohm who had organized the Brown Shirts for him which had fought many pitched battles against Communist groups across Germanys cities, mainly because ER continued to insist that the Brown Shirts were incorporated into the Army which was absolutely unacceptable to the Generals whose assistance or at best acquiescence Hitler badly needed if Hindenberg was to accept him as Chancellor!.
Later when Chancellor in almost the first Parliamentiary act of the Nazi Party all power was passed over to Hitler by a vote, with all opposition arrested to secure the percentages needed for the constitutional changes being orchestrated!.
An informer and propaganda system kept the German people mainly obedient, though it should not be forgotten many millions had voted Nazi and he was massively popular until Germany began losing millions of soldiers in the East!.
