The only thing i can think of is that most European countries were satisfied with the Treaty of Versailles and the "punishment" that Germany got from it!. Www@QuestionHome@Com

Just some ideas:
1!. League of Nations formed as result of war!. Blueprint for UN and possibly the European Community!.
2!. Destruction of most of European monarchies allowed democracies (in Western Europe) to blossom which were more congenial to working together with other European nations!.
3!. England and France attempted to punish Germany at end of WWI which brought about the rise of Nazi Germany!. Europeans saw the need for an end to sectarianism and extreme nationalism to prevent any further destruction from war!.
4!. The aforementioned monarchies had constantly moving boundaries based on marriage and alliances (ex!. various parts of Germany were allied with Denmark, France, England, Austria, etc!.)!. Woodrow Wilson and others drew more defined national boundaries with a president, chancellor, prime minister, etc!.

I suppose it's how you interpret your question!. Are you speaking of the current European Union or the individual nations which arose from WWI and their internal governments!?Www@QuestionHome@Com

It certainly did not, carving up Austria Hungary and creating revanchist states like Germany and Hungary!.
Many states modeled themselves on the French Third Republic, not realising that what made the Republic work was all the trained civil servants they didn't have!.Www@QuestionHome@Com

Actually, the opposite!. The Versailles lead to WWII, which lead to a central government in Germany controlling most of western and central Europe!.Www@QuestionHome@Com

It didn't!. If anything, it was a divisive factor!. Www@QuestionHome@Com
