He needed to pass legislation to make the breach with Rome a legal fact!.

Especially, he wanted to transfer monastic estates (about 1/4 of the land of Britain) to the crown, and since this was a property rights issue, the assent of Parliament was needed!. Churches would be taxed differently, and for this too, Parliamentary assent was needed!.
