Athens, Greece!. However, the Greecs first got rid of their thier kings via peasant revolt (Best way)!. The system that was put in place became, almost by accident, a democracy!. You could vote via black or white marbels placed into a ballot box!.

The issue was debated!. However, rather than having councilors, the citizens could attend meetings and even participate!.

As for does it exist!? Yes!. We have a democratic system, in that votes are counted!. As to the worthiness of the people who put themselves up for election!? Thats a different matter entirely!.

The idea of a less cumbersome version of democracy has been debated for some time, both by schollars and sci fi writers!. One version of a new system, which takes account of technology, was the idea of the Demarcist,or democratic anarchy!. Issues and debates could be decided instantly via nueral implants!. A less sci fi version happens already, via the red button on your remote!. Internet voting etc!. may also bring us a step closer to fast, true democracy!. But in the meantime, just vote for any of the jerks, since they are all as bad as each other!.
