WV - Union ( NW corner counties of VA were allowed to form a state and remain in the Union)
KY - Union (a border state claimed by the Confederacy had two state governments one secessionists the other union)

Prior to the shelling of Fort Sumter and Virginia's secession from the union West Virginia was the western counties of Virginia!. In May of 1861 members of the western counties met in Wheeling to discuss the possibility of seceding from Virginia, which was carried out by a vote in June of 1861!. The seceded counties essentially became a territory within the Union and in 1863 became the state of West Virginia!. A Union state!.

Kentucky attempted to secede from the union in November of 1861!. In fact an Ordnance of Secession was passed November 20, 1861!. Kentucky and Missouri (which passed in OoS on October 31, 1861) became the last two states to secede!. And the Confederacy accepted both states!. HOWEVER, both are to be considered among the five Union Boarder States due to the fact that their loyalist governments were in power and did not let either Truly secede!. With both a loyalist government and a secessionist government in power, and with both states sending troops heavily to both sides, both states can be said to have been on both sides!. But they are recognized as Union states today because of their loyalist governments!.

Texas was the last state to secede from the Union in the first wave of secession!. There were technically three waves, though the third is over looked because the two states in the third wave, Kentucky and Missouri, were kept in the Union by their loyalist governments!. The first wave was those states which seceded before the start of the war (the shelling of Fort Sumter on April 12th marking the start of the war)!. This wave lasted from December 1860 to February 1861!. The second was second wave was those states which secede after the start of the war but before First Bull Run (First Manassas) and lasted from April 1861 to June 1861!.

Texas seceded February 1st, but did not join the Confederacy until Marck 2nd!. This is because Texas's secession made it too late for it to send representatives to Montgomery for the convention on February 4th which formed the Confederacy!. also keep in mind that Texas did not ratify it's vote for secession until mid February!.Www@QuestionHome@Com

In 1861 West Virginia did not exist!. When Virginia seceded the inhabitants of what became West Virginia were rether upset, and so Virginia was split!.

Kentucky was a slave state that did not secede!. It annouced that it was going to be neutral in the war - but was told rather forcibly that neutrality wasn't allowed!. It was reluctantly Federal!.

West Virginia and Kentucky were both claimed as confederate states but did not officially secede from the north!.
