Because it was in favor of a more centralized government!. (Federal government power)!.
Before, under the Articles of Confederation, most of the governmental power went to the States!. So those opposed to the Constitution were in favor of State's rights!. They were both against limiting the rights the states had had before, and they were also afraid that centralizing the government would lead to another tyranny like England!.
They were appeased by the Bill of Rights being promised to be added to the Constitution!. Www@QuestionHome@Com
