Robert Dudley more or less!.
They were friends during there child hood and grew up together!.
Elizabeth actually thought of marrying him too, after his wife had died (which created a lot of controversy during that time), but decided she would be dedicated to her country, rather than have a husband!. Www@QuestionHome@Com

She had two

1- William Cecil, the 1st Baron Burghley!. Her Secretary of State and later Lord High Treasurer!.

2- Sir Francis Walsingham!. Had the very loose title of "principal secretary" but was actually Elizabeth's "spymaster" and creator of the first organised intelligence unit!.Www@QuestionHome@Com
