England was in bad shape, the rich were filthy rich, the poor couldn't even feed themselves so many of the turned to crime!. Jails became overcrowded with no hope (you had to pay a fine to get released, these people didn't have a penny so all they could do is sit in jail forever)!. The English had "discovered" Australia and figured it be a perfect place to ship off all their undesireables since it was surrounded by water these people could not escape!.
