It depends on what you mean by absolute government!. One answer would be Italy and Germany, since they were the last two major Western European people to form a modern nation state!. IE there's been a France, England, Spain etc for centuries, but until the nineteenth century the Italians and Germans were just a bunch of principalities!.

I suspect you are looking for England and France, the first two modern European nations to turn into democracies, unless you want to count the Netherlands and Switzerland, which arguably came first!.

Well, there were more than two, actually!. Venice was an oligarchy with a Senate!. The Swiss cantons united during the Protestant Reformation, but their federal system is very loose!.
The other two major ones are the Netherlands and England!. The Dutch war of independence from Spain lasted for 80 years, and the English had a civil war (1641-1649) which ended with the beheading of the monarch and the preponderance of Parliament!. During the French Revolution they also threw off absolute government, only to embrace it again under Napoleon!.Www@QuestionHome@Com
