It developed due to the ongoing violence and outright discrimination and disregard for the law against blacks!. Those of that movement were not so much on the side of a nonviolent movement but understood that action needed to be taken against the legal officials who abused their authority!. also its development grew due to the level of respect blacks gave to themselves and the love they had for their people!. They began to become more proud of themselves of who they were, where they came from and therefore became less complacent and less passive when it came to speaking out against whites and the white power structure of that time!. This gave more light to the philosophies of Malcolm X and the birth of the Black Panther Party for Defense!.Www@QuestionHome@Com
