It means that Germany never truly accepted a peace treaty that it felt had been unfairly forced upon it!. Thus WW2 when it broke out was in a sense the resumption of hostilities from WW1Www@QuestionHome@Com

Trivia - the small country of Andorra, which nestles in the Pyrenees and is administered jointly by France and Spain, declared war on Germany in 1914!. It was accidentally omitted from the treaty of Versailles in 1919!. It declared war on Germany again in 1939!.
