I have heard of this too, so I did some googling for you!.

WWII brought fashion to a halt due to restrictions in the manufacture of chemicals!. Women resorted to alternative methods to achieve a curl; such as mixtures of sugar and water on the hair, curled with pipe cleaners and left on overnight!.

Wartime again:

For hair setting lotion, sugar and water mixed together did the trick!. It worked well unless there was a day when the weather was really hot and the bees and wasps sometimes took a liking to the hair mixture!

!.!.!.during the war, women were obliged to provide their own towel, setting lotion was made from sugar and water, shampoo from soft soap and water brought to the boil!.
