Birth control started way before the 1960's!. It started around 1936 in the form of state sponsored sterilisations and abortions!. In fact not only were these procedures free (financed by comprehensive health insurance) but obligatory - under the penalty of death!. Applicable to undesirable racial elements such as Jews and Gypsies or those suspected to be mentally retarded or genetically affected

Another such programme is in force in China today- the "one child policy" where a pregnant mother gets dragged screaming into an abortion clinic so that the child (aka "fetus") can get its head cut off- to satisfy the state's statistic figures
