The question is unfortunately vague, general and imprecise, so my answer is part guesswork !.!.!.

The 'causes' that are connected depend upon whether the 'German offensive' was the 1918 Kaiserschlacht or the 1917 unrestricted submarine warfare campaign!.

If it is the 1917 unrestricted submarine warfare campaign (referred to as an 'offensive' by some), then it connects with the British blockade of German ports: the German Navy wanted to counter-blockade Great Britain and submarine warfare was the only way to do it!. The unrestricted submarine warfare campaign Germany initiated during 1917 was instrumental in bringing the USA into the war!.

Connection: Blockade of German ports (1914-17) => German submarine offensive (1917) => US entry into war (1917)

If the 'German offensive' is the 1918 Kaisersclacht, the series of attacks on the Western front beginning on 21st March ('Operation Michael'), then it is connected with the entry of the USA into the war - Germany wanted to win before the full US strength could arrive - and less directly with the British blockade of German ports, which was causing near-starvation in Germany by 1918!. Germany felt it had to finish the war quickly - or starve!.
