Question: What is the time period in which it was fashionable to have big bottoms and carry small little umbrellas!?
take for example google 'A Sunday Afternoon On the Island of La Grande Jatte'!. Notice that lady wearing a dress that really emphasizes her butt, and she is carrying a small umbrella, and the men are also dressed up and in top hats!.
What is that time period!? or what those dresses or suits are called!?

From approximately the 1870's to 1890's - Victorian era!.

The women did not necessarily have very large bottoms!.
The dresses were designed that way, the bump at the back is known as a bustle!. The women wore a frame work under their skirt to show off the bustle!.

bustle - a pad, cushion, or framework formerly worn under the back of a woman's skirt to expand, support, and display the full cut and drape of a dress!.

Edwardian!. They didn't have big bottoms, they had petticoats under their dresses called bustles!. These made their bums look big and drew attention to their incredibly small waists!. It was also fashionable to be of pale complexion, hence the parasols!.Www@QuestionHome@Com
