No - Stalin was a monster, but he was nowhere near as murderous as Hitler!.
In Soviet times many in the West (Robert Conquest, The University of Hawaii & others) used speculation to guesstimate the number of people that were killed by Stalin!. Since the archives were opened more rigorous methods of calculating the dead have been used, i!.e!. using the actual numbers rather than guessing!.
The death toll is now generally accepted in academic circles to be 2!.5million for the Ukrainian famine and 2!.5 for the great purge,
Whereas Hitler is responsible for the Holocaust (6 million at least), WWII - 70 million!.
