It's known as the Eye of Providence!. Surrounding the pyramid it says "Annuit Coeptis" which roughly means "he approves"!. The "Novus Ordo Seclorum" roughly means "New Order of the Ages!." The eye is set upon an unfinished pyramid which has 13 steps, signifying the 13 original states!. The eye is insinuated to be Gods eye and the words "Annuit Coeptis" and "Novus Ordo Seclorum" are basically saying that God is watching over this new land and approves of it!.
