Do you mean "Why was the Rosetta Stone carved in the first place"!? The stone was one of many publically-viewable copies of local laws!. It was written in the three differing languages and alphabets to make sure all literate passers-by could understand it, much like signs in many places with multi-lingual populations will have the same sign translated into two or more languages, today!.

A common example today would be those orange warning cones they have at McDonalds and elsewhere, to warn of a spill : "Caution: Wet floor" / Cuidad: Piso mojado!."Www@QuestionHome@Com

It was a rock with the same thing written in four languages!. Eventually, scholars were able to translate it by comparing with languages they knew, and this was the key to understanding ancient languages!.
