Question: Can anyone tell me why one region of spain will not send water to its neigbour in the same country !?

Water is being shipped (el transvase - the decanting) along rivers and canals from watery areas to others!.

The problem is that in, for instance, Aragon areas are drying out and becoming gullied because the local farmers are not allowed to use the water of the rivers for irrigation as they always used to!. A drive along the N240 takes you past several areas where this has happened!. Ironically it also takes you past a huge reservoir (embalse de Yesa) used to supply the hot, dry South!. You will also see, time after time, the despairing slogans YESA NO and TRANSVASE NO painted on walls, now much faded by time!.

The plan might be O!.K!. except for two things!.
1)!.!.!.The water is used not predominantly for drinking or for agriculture but to water golf courses!. For a farmer driven out of business and out of his home and village for want of water, this is an understandable source of bitterness!.
2)!.!.!.Much of the water is lost to evaporation - it is transferred via open watercourses, not pipelines!. Therefore the gain to the South is massively less than the loss to the North!.

At the beginning of this Summer (2008), the states of Georgia, Alabama, and Florida were about to go to war over the Chattahoochee River!.
