1!. Mao Tse Tsung
2!. Joseph Stalin
3!. Pol Pot

My reason for not including Hitler is because Pol Pot managed to eliminate one-third of his country's population in such a short period of time!. Mao Tse Tsung managed to starve out 30-60 million of his own people and Stalin's paranoia led him to kill 30 million people in blood purges!.Www@QuestionHome@Com
