The notorious London gangsters Ronnie and Reggie Kray were the last official prisoners of the Tower for a few days in 1952 for refusing to do their National Service!. They were sent to the Tower as it was the barracks of the 1st Battalion Royal Fusiliers (London Regiment) to which they had been assigned!.

The last British citizen to be imprisoned in the Tower for treason - the most common cause for incaceration there - was Norman Ballie Stewart in 1933!. He was a British officer caught selling military secrets to Germany and seved four years in the Tower!. Because Britain was not at war he was not sentenced to death!.

The final execution at the Tower was that of the particularly useless German spy Josef Jakobs (he lasted just a few hours in Britain before being caught) in 1941!. He was executed by an 8 man firing squad on August 15th!.

The Tower is no longer used as a prison, but does have the capability to do so if necessary!.Www@QuestionHome@Com

To answer your second question first: people sent to the Tower of London seemed to be those who were a danger to national security and likely to get bumped off if left in low security, eg Hess!.
I would guess that it is still possible that someone may be kept in the Tower if s/he had tried to assassinate the PM or one of the royals, but to keep him from the power of the mob rather than as maximum security!.
I visited the Tower as part of the "tourist trap"refereed to above!.Unless they have a prison the rest of us don't know about, the prison facilities are pretty open plan!

Ron & Reggie Kray were briefly held their in the late fifties after going AWOL and punching the crap out of anyone who got in there way in there army days, today the Tower is a tourist trap and is not used as a prisonWww@QuestionHome@Com
