I think I know what you mean - - Who decided that all kids HAD to go to school!?

For Western Civilization - meaning Europeans and Americans - Compulsory education was thought by the rulers of Prussia to be a task of the state!. In 1763 Frederick II ("Frederick the Great" of Prussia) made schooling compulsory for all children between the ages of 5 and 13!.

In Austria, mandatory primary education was introduced by Empress Maria Theresa of Austria in 1774!.

In Britain, compulsory state supported education for kids 5 to 10 was mandated in 1870 and for kids 10 to 15 in 1900!.

In America, the first compulsory education law was passed in Massachusetts - - in 1852!. In 1918 Mississippi was the last state to enact a compulsory attendance law!.

"School" comes from an ancient Greek word meaning "leisure"!. The reason being that in ancient Greece (and most other places till quite recently, and in many parts of the world still), most kids worked all the hours of daylight in the fields or their family's business, and hadn't the free time to learn anything else!. Only rich kids had the privilege of sitting around studying!.Www@QuestionHome@Com
