Propaganda unites a country against its enemy!. I forget who said the quote, but it's a saying that you must go to war with a whole country - not just an army!. Look at America in WWII - everyone sacrificed and worked for the war effort!. If the people hadn't been rallied to grow 'victory gardens' and sacrifice and so on, we may not have succeeded!.

Unfortunately, mutual hatred is a great way to unite people!. If propaganda portrays the enemy as a drooling, evil bogeyman, and that enemy is Chinese, then there is now a connection between evil bogeymen and the Chinese instead of just a connection with evil bogeymen and the concept of 'the enemy'!. Unless you're a sociopath, it's very hard to kill another human being!. To go to war, you have to label them "the enemy" and do a little depersonalization, just as a basic human coping mechanism!. Some of the youngsters for instance in Doolittle's Tokyo raid wouldn't have harmed a fly in the fall of 1941, but over Tokyo, they machine-gunned civilians on the ground without even considering that they were people!.
