I would say Nero, one of the Ancient Caesars who, according to legend, caused the great Roman fire to build his own empire on top of it!. SOmething like that!. In close second is another Ceasar, Caligula!. But I would say Emperor NEro, he persecuted Christians greatly!.Www@QuestionHome@Com

Why would you report someone for misuse if they say Hitler, Osama, etc!.!? I mean, those are perfectly valid answers for this question!. But, I'll try to dig deeper!.

Henry VIII - he beheaded as many people as Al Qaeda for equally flimsy reasons
Slobodan Milosevic/Radovan Karadzic/Ratko Mladic - genocide in the Balkans
Ayatollahs of Iran - this weekend they are set to hang people for offenses ranging from theft to premarital relations
Cleopatra - she was devious and conniving, but very shrewd
Robert Mugabe - resorts to violence to oppress his opponent's supporters, his army lopped off people's hands at the voting booths
Caligula and Nero - not necessarily evil, probably more crazed than anything else, but it caused them to act violently
All the Italian Popes, middle ages through renaissance - devious, devious, devious
Vlad the Impaler - I am fascinated by this guy, but he was a sadist
Elizabeth Bathory - Hungarian countess, kidnapped village girls, tortured them, and bathed in their blood because she thought it made her skin look more youthful
