Who is administering this test to you!? They have not studied much history!. As the others have pointed out, 1!. C!. is the closest to being the correct answer!. Stalin chose to cut off all ties with the west and in so doing, also chose to shut down the only highway leading into Berlin!. That highway had been agreed upon in the Yalta Conference when the leaders (Stalin, Roosevelt and Churchill) gathered near the wars end!. Berlin was in East Germany (per the agreed division) and was to be divided among the winning factions!. There was only one highway in and that highway had to pass through Soviet held territory!. Stalin shut down the highway and allowed no westerners to pass into western controlled Berlin!. The walling off of Berlin was Stalin's attempt to make this break in diplomatic ties with the west perminent!.

As for Kennedy's foreign policy, he threw away Eisenhower's "all of nothing" policy!. Meaning that the U!.S!. could wantingly find itself in the middle of small, skirmish type wars and that the use of nuclear weapons would not always be a viable option!. This change in policy allowed the U!.S!. to conduct war by proxy against the feared spread of Soviet styled communism!. The U!.S!. involved itself militarily in Vietnam -- having already watched the French lose!. And it sent CIA operatives into Central America, where those operatives then coached the militaries and police forces of numerous dictatorships!. Did his policy work!? Vietnam last over 10,000 days and in the end, the U!.S!. stuck its tail between its legs and went home!. A blood bath there then ensued!. The answer is, I think, none of the above!. All your answers imply a US victory over the Soviets in Berlin, whereas the Western Allies precipitated the crises in Berlin, and the Soviets reacted!.
