1 is certainly D and D is the most logical choice for 2 as well, though I can't find any documentation to support that!.

A-Britain wasn't defeated that badly
B-Britain wouldn't want to help Spain, unless they could harm France by so doing and Spain and France, both allies of the new United States, were still technically at war with Britain when the AngloAmerican articles were signed!.
