Minor offenses of theivery result in fines, banishment or beating whereas theiving from tombs results in execution through various unhappy ways such as decapitation or impalement!.

ANCIENT ROME

This is a tough one bcause the roman empire lasted so long, and the romans are relatively infamous for coming up with new and interesting ways of punishing people!. There could be a lot of answers!.
