Skirts are one of the oldest styles of garment known to mankind: after the loincloth, it was the skirt that graced the human form!. Once a rectangular piece of material, be it animal skin or leaves woven together, was wrapped around the waist, the essential skirt was created!.

Importantly, men as well as women wore skirts, and ancient art shows remarkably "manly" men in skirts!. But as time passed, it was women who became known for wearing skirts with few exceptions like Scotsmen, who still wear their kilts on traditional occasions!.

Skirts were worn long by women, as a mark of their modesty as well as their prestige, because before the Industrial Revolution, fabric was expensive!. The skirts of dresses emphasized the waist while enlarging the hip up until the 19th century, they were voluminous and long!.

You're right about the kilt!. Kilts, or kilt like wraps were worn long before the Celts by Egyptians!. Before them, we can see the forerunner of the skirt in Mesopotamia!. The skirt, a simple wrap around garment made of a rectangle shaped piece of cloth, is one of the oldest known garments!.
Skirts for women were worn long, as opposed to men whose skirts were worn above the knee to allow them freedom of movement in battle!. It was a sign of modesty, and sometimes a social standing thing!.
Skirts became associated only with women's clothing in the 1700's!. Before that, men did wear breeches, but they were often so short that their coats, called a frock coat, covered them completely!. The word "skirt" originally referred to the bottom half of men's coats!. The word only became associated with women's clothes when outerskirts stopped being called petticoats!.

The skirt derives from a long smock type garment called a scyrte in Old English!. Men wore a belt, and the top became known as a shirt: Women wore a belt and the bottom bit became known as a skirt!.

Obviously skirt type garments predate the word, togas are sort of dress-like!.

And men wore skirts until quite recently: Henry VIII wore a skirt-like garment in his famous portrait by Holbein!.

I think the real question is why, before mechanical sewing machines, did trousers, a tricky thing to make by hand, become standard dress for men!?
