YES! IT WAS ONCE WORN AS A TYPE OF JEWELRY!

It's called a medieval circlet!.
Early medieval
They are similar to crowns!.
Meaning they were only worn by people of status!.
The one the child is wearing is of course for women!.
Men also had something similar but it was much larger, wider, and heavier!.
