This is a quote from his political novel 'Coningsby'!. Go back and read the quote in its entire context and he is referring to hidden Jewish rulers!. I hope you're not trying to distort this into something anti-semitic!.Www@QuestionHome@Com

No one in particular!. He was just saying that who governs may not be the person in charge!.

In example, Bush may be president but it could be the Military who rules the country!.

also, he could mean that presidents are not the rulers but the people are!.Www@QuestionHome@Com
