The independence of smaller states, rather than a union!. The states were already at war, and Virginia had already declared its independence from England by the time the Declaration was signed!. Other states would have followed, but in the end there would have been a loose confederation of states, or a number of totally autonomous entities in the colonies!.Www@QuestionHome@Com
