No!. In comparison to the other major countries of Europe in the 12th 13th 14th and 15th centuries, England was a stable economic and military power!. During the above mentioned period, England not only controlled Britain, but a considerable area in France as well!.
While other nations such as Spain were more involved in military actions throughout Europe and exploration beyond Europe, England remained above the frays and only engaged in warfare with France!.
Henry established a economic system that built English strength from within!. Elizabeth I applied that strength to its military and established England as a formidable military power!.Www@QuestionHome@Com

Queen Elizabeth is a little more accurate, though Henry VIII set in motion certain events which allowed England to become a more powerful entity, the most obvious being his break from The Church!. This made it possible for the English government to confiscate Church lands and money and turn it over to the treasury, as well as eliminate the hassle of appeasing the Pope!.
With the additional royal funds Queen Elizabeth was able to turn England into a serious maritime power, not quite rivaling the Spanish, though history showed that bad weather can even the playing field, but England was certainly a maritime for to be feared!.
