The USSR was turning most of Eastern Europe communist (have a look at the Domino Effect), and so Western Europe wanted to protect itself from the communist pressures!. On the other hand, the US wanted to gain an upper hand in the cold war by extending its control closer to Russia, 'in its own backyard'!. This is where the US and Western Europe found a common goal and decided to 'team up' against the USSR!.

The NATO (North Atlantic Treaty Organisation) was set up on the 4 April 1949, and was essentially a military partnership between the US and Western Europe to ensure security to both sides in case of an attack by the USSR!. "The Parties of NATO agreed that an armed attack against one or more of them in Europe or North America shall be considered an attack against them all!. "

This guaranteed the US presence in Europe and gained Western European countries (who were still recovering from massive losses in WW2) support from the superpower (both financially and in military terms)!.

So yes, definitely it was a partnership!.Www@QuestionHome@Com
