Well, most popular histories and "lost cause" writers would say the South had the best troops!. But that's a simplification!. The South's military record in the west and trans-Mississippi is one of almost unbroken defeat!. If you're looking at the Eastern theater, then the Army of Northern Virginia in GENERAL had better troops than the Army of the Potomac!.
The South also had better leaders in the Eastern Theater, at least until 1864!.
The North had almost three times the population of the South (almost 1/2 of the South's total population were slaves)
The North also had a better railroad and industrial infrastructure!.
The South was primarily agrarian!.
Pickett was probably the worst General in the Army of Northern VA
Hooker was a Union Commander, most famously at Chancellorsville (which he should've won BTW)!.
Burnside Union Commander at Fredricksburg!. Hooker relieved him!.
Sherman-Should be obvious to you he worked with Grant
Seward was Secretary of State under Lincoln, bought Alaska from the Russian Empire ("Seward's Folly")!.
Stanton was Lincoln's Secretary of War!. Initially inclined to disparage Lincoln, he became one of his strongest supporters!.

best troops is too broad a statement!. South had better morale, north had better training and equpiment!.
